The reality
Demurrage is a coordination problem.
When a vessel's ETA moves, the berth slot, pilot booking, tug order, and stevedore gang all have to be adjusted in lockstep, and the shore-side port call file — pre-arrival notification to the port authority, berth booking confirmation, crew list, and cargo manifest for customs and immigration — has to be filed ahead of arrival.
