Fleet access is a provisioning problem.

A fleet account isn't live until every driver can authenticate. RFID cards have to be provisioned in the CMS, mapped to the right account and pricing plan, and tested at a station. One mis-mapped card and a driver is stranded at a connector mid-shift; one late usage report and the fleet manager can't reconcile spend.
